The polygon boundaries were compared to the recorded millage code of individual properties to determine that the boundary encloses all properties that are being taxed at the municipal rate. These boundaries may or may not reflect the actual chartered and/or official boundaries with regards to rights-of-way or other "un-owned" properties.

Process_Description:

As an ArcInfo 7.x coverage: Parcel polygons where coded with the municipal millage code and a bounding polygon was drawn around them, snapping to corners and edges when appropriate to produce phase 1.

Phase 1 was then compared to existing paper maps containing city limit lines and the bounding polygon was adjusted for water bodies, roads, etc. to produce phase 2.

Phase 2 was coded for city name and millage code producing phase 3

Phase 3 was then imported into the geodatabase at the time of migration from 7.x to ArcGIS 9.1.
